elementary school. in the small town of newtown conn. that is in western connecticut in fairfield county. you can see in active seen as police are still there investigating. there are a lot of parents and students are around area this morning that been a scourge of the school. the school is all under lockdown even though this happen at one particular element school sandy hook. around 9:30 a.m. when it happened we know that the shooter is dead. there are unconfirmed reports of maybe one other death. it could be a child. we know there are three people in the hospital at least. all of these are unconfirmed reports. there are many conflicting reports as to the number killed. the emergency audio tape is what we have taken a listen. >> i with the paris here less the children there were in the classroom during the event. i am try to get an account on them now. there were not in the regular, we here, our rooms. i am gathering the names of the storms the one in the classroom at the time. >> there are so many conflicting reports coming in is hard to know anything except the one confirmation from ap is

, the fiscal cliff, newtown, connecticut, what happened up there, that's the gem feeling overall. jcpenney, they've had promotions walking away from it every day, low discount price story. oppenheimer noted discount racks had been cleared and the traffic seems to have improved in that store. maybe that change in their philosophy has helped them out. that's a note that was out on oppenheimer today. bottom line here, guys, is i think we are seeing some movement with some companies to deal with some of these retail sales issues. you'll see a lot of pressure on margins. david, i think you mentioned this, about what was going on with inflows and outflows from equity mutual funds. it's true we're continuing to get outflows from equity mutual funds. that's certainly been disappointing. we had it going through up until last week. the end of last week, it was reported the first outflows from treasuries. more specifically, from general bond funds. that's the first time we've seen this in a very, very long time. all right, it was a very small number, something on the order of $1 billion or something

our kids act of 2012. as we are too painfully reminded this week by the horrific tragedy in newtown, connecticut, for all the good this nation has done to lift up children we still have much more work to do. so, mr. speaker, before i get into my remarks about the bill, i first want to extend my heartfelt condolences to the victims and their loved ones struggling as we all are to understand this senseless assault on children and their educators. and while newtown is rightly receiving the nation's attention, what goes unnoticed far too often is the number of children that die each year in this country as a result of abuse and neglect. sadly their deaths often come at the hands of those who should be caring for them the most. state reports indicate that more than 1,500 children in the u.s. died from abuse or neglect in fiscal year 2010. and research shows that these reports may significantly understate the actual number of these fatalities. congress should do what it can to prevent these tragedies which is why this legislation is before us today. this legislation is a result of careful

the chairman of the rules committee. . mr. speaker, when i mention hurricane sandy and the tragedy in newtown, connecticut, many wonder what do they have in common? gun tragedy, the loss of 26 lives, and americans suffering from a devastating storm, certainly our hearts goes out to those babies who were lost. but it really speaks to americans in need, and i guess that's why i'm so troubled to be on the floor today, because the framework that we have says to america that when you're in need we will not as this congress and this government be prepared to help you. i think what is disappointing and i know for the speaker, it is probably the same case as i am speaking because just about three days ago we thought there was a deal between the white house and the framework that was offered and the leadership of this house. it's disappointing that in the course of a couple days we've come to a situation where this plan, plan b, raises only about $300 billion from high-income households and the centers for budget priorities suggest that millionaires will get $108,500 per $1 million, over $1 million in
